Creates strict personal liability for healthcare professionals who provide gender transition procedures to minors, holding them responsible for all costs of any subsequent detransition procedures sought within 25 years

Allows individuals who undergo detransition to sue providers for the actual costs of detransition procedures, attorney fees, and other relief until age 26

Establishes strict liability for any physical, psychological, emotional, or physiological injuries resulting from gender transition treatment or its aftereffects within 25 years of the procedure

Permits civil lawsuits for injuries to be filed within 8 years after the patient's 18th birthday or within 4 years of discovering the injury and its causal link to treatment, whichever is later

Prohibits healthcare providers from seeking contractual waivers of this liability, declaring any such waivers void as against public policy
