Prohibits any person or political subdivision in Arizona from adding fluoride to public water systems or any water that will be introduced into public water systems

Defines "fluoride" to include any chemical compound containing the fluoride ion, specifically listing fluorosilicic acid, sodium fluorosilicate, and sodium fluoride

Amends Arizona Revised Statutes section 49-353, which governs the duties of the director of environmental quality regarding potable water systems

Adds the fluoride prohibition as a new required rule under the director's authority to prescribe regulations for production, treatment, and distribution of potable water
