Requires Arizona courts to establish and maintain a public animal abuse database listing individuals 18 or older convicted of specified animal cruelty offenses, animal fighting, or bestiality

Database must include offender's conviction details, date of birth, race, physical description, photograph, fingerprint (if available), known aliases, and sex

Applies to qualifying convictions from Arizona or substantially similar offenses from other states and jurisdictions

Allows listed individuals to petition for removal after five years if they completed all court-ordered treatment, satisfied probation terms, and demonstrate they pose no risk to animals

Courts may accept federal funds and private donations to maintain the database, with funds not reverting to the state general fund at fiscal year end
