Eliminates the existing fee structure for obtaining voter registration records, which previously ranged from $93.75 plus per-record charges up to $328.13 plus per-record charges depending on volume.

Removes provisions requiring county recorders to deliver precinct lists to political party chairmen within specific timeframes before elections, including daily early ballot request and return lists.

Prohibits distribution of voter registration information through the internet except as authorized, while maintaining that the information may only be used for political, campaign, election, or redistricting purposes—not commercial purposes.

Transfers responsibility for requesting school district precinct registers from school district governing boards to county school superintendents.
