Prohibits telecommunications infrastructure in Arizona from containing equipment manufactured by or in the People's Republic of China, including components made by Chinese state-owned enterprises or China-domiciled companies

Requires existing telecommunications infrastructure to remove and replace all prohibited Chinese-manufactured equipment with compliant alternatives

Mandates annual certification to the Arizona Corporation Commission by January 1 confirming compliance with the equipment prohibition

Imposes civil penalties of $10,000 to $100,000 per day for violations or false certifications, and bars non-compliant providers from receiving state, local, or federally-distributed funding for telecommunications infrastructure

Takes effect December 31, 2026 and is titled the "Secure Telecommunications Act of 2026"
