Requires state budget units to report all vacant full-time equivalent positions that have been vacant for at least 150 days as part of the annual salary and staffing report submitted to the Joint Legislative Budget Committee and Governor's office by October 1

Mandates automatic elimination of any positions within state budget units that have remained vacant for more than 150 days each fiscal year

Requires adjustment of allocated full-time equivalent positions to reflect eliminated vacant positions

Exempts the Department of Corrections, Department of Public Safety, Arizona Board of Regents, state universities, and community college districts from the mandatory position elimination requirement

Amends Arizona Revised Statutes sections 41-708 and adds new section 41-710.04 under the Department of Administration
