Amends Arizona law governing county abatement liens placed on properties for removal of rubbish, trash, weeds, debris, or dilapidated buildings that pose public health and safety hazards.

County abatement liens recorded after August 6, 1999 are prior and superior to all other liens except general tax liens and prior recorded mortgages.

Removes the optional provision allowing counties to include abatement assessment amounts on property tax bills and statements, effective September 30, 2028.

Modifies tax lien sale provisions so that county abatement liens under section 11-268 are initially preserved during property tax lien sales, but this protection is removed effective September 30, 2028.

Requires property owners receive at least 30 days written notice before compliance deadlines, including estimated county removal costs, with notices served personally or by certified mail.
