Requires animals be maintained in enclosed or restricted areas accessible only through designated entrances to prevent uncontrolled contact with the public

Requires at least one adult supervisor present in the animal contact area at all times to actively monitor and enforce handwashing compliance

Exempts single-day private events at residences from mandatory handwashing enforcement, though operators must still post signage and provide handwashing stations; authorizes the Department of Health Services to adopt rules and impose civil penalties up to $100 per violation
