Prohibits homeowner's associations in condominiums and planned communities from banning lighted home address devices that display house numbers, flash during emergencies, are visible from the street, and have low-light adjustment capability.

Allows HOAs to adopt reasonable rules regarding device placement, provided the rules do not prevent installation, defeat the device's purpose, impair functioning, restrict use, or adversely affect cost or efficiency.

Requires devices to comply with any applicable municipal lighting ordinances and permits associations to apply reasonable lighting restrictions.

Awards reasonable attorney fees and costs to any party who substantially prevails in a lawsuit against an HOA board for violating these provisions.

Applies to both condominiums (under Title 33, Chapter 9) and planned communities (under Title 33, Chapter 16) in Arizona.
