AHCCCS contractors must reimburse noncontracting laboratory providers for services when a member is referred by a contracted provider, at a rate not exceeding what contracting providers would receive

Contractors are prohibited from requiring prior authorization for diagnostic services

Contractors cannot take or threaten retaliatory action against contracted providers who refer members to noncontracted providers

The legislature states intent to promote cost controls through competition and avoid monopolistic practices that interfere with the free market
