Exempts helium exploration and production wells from aquifer protection permit requirements under Arizona law, provided the wells are designed, constructed, operated, and maintained to not discharge contaminants into an aquifer.

Adds this exemption to the existing list of 27 categories already exempt from aquifer protection permits, including household activities, livestock ponds, and certain storm water facilities.

Exempts the Department of Environmental Quality from rulemaking requirements for one year after the act's effective date to implement this change.

Reaffirms Arizona's public policy supporting conservation and development of natural resources, including helium, consistent with existing state law (section 27-502).

Includes legislative findings characterizing helium as a non-toxic, inert noble gas that is "indispensable in cryogenics, scientific research and national defense."
