Establishes civil liability for physicians who perform irreversible gender reassignment surgery on minors in violation of existing Arizona law (section 32-3230)

Parental consent does not serve as a defense against liability for the physician

Successful plaintiffs are entitled to actual damages (including mental anguish without proof of other injury), exemplary damages, court costs, and reasonable attorney fees

Statute of limitations extends to 25 years after the minor turns 18, or 4 years after the individual undergoes detransition treatment, whichever is later

Adds new section 12-723 to Arizona Revised Statutes governing special actions and proceedings by individual persons
