AZ SB1098

Prohibits any person from intentionally releasing chemicals, compounds, substances, or apparatus within Arizona by aircraft, balloon, drone, rocket, or ground-based systems for the purpose of affecting temperature, climate, weather, or sunlight intensity.

Exempts normal aircraft condensation trails composed solely of water vapor, lawful industrial/agricultural/transportation emissions not intended to alter weather, and fire suppression or emergency response activities.

Establishes violations as a class 4 felony with civil penalties up to $100,000 per violation, with each act constituting a separate violation.

Repeals Arizona's existing weather modification statutes (Title 45, Chapter 9) and removes related references from the water resources fund provisions.

Requires the Arizona Department of Environmental Quality to adopt rules for receiving complaints and investigating alleged violations in coordination with state and federal authorities.
