Establishes a new "Patients' Rights" chapter (Chapter 9) under Title 1 of the Arizona Revised Statutes

Guarantees patients receiving health care services in Arizona the right to treatment from health professionals who act only in the patient's best interest

Requires health professionals to adhere to the principle of "do no harm" when treating patients

Mandates informed consent for all medical decisions, proposed diagnostic or therapeutic procedures, and courses of action, except in emergency situations

Defines "patient" as a human being and references existing statutory definition for "health professional" (section 32-3201)
