Allows records, reports, findings, and orders from Arizona State Veterinary Medical Examining Board investigations to be admitted as evidence in civil and small claims actions against veterinarians for animal death or injury

Permits Board investigation materials to substitute for expert witness affidavits in lawsuits against veterinarians

Expands recoverable damages to include all reasonable medical expenses paid to treat animal injuries resulting from veterinary treatment, including costs paid to other veterinarians

Applies to licensed veterinarians, certified veterinary technicians, and licensed veterinary faculty members

Requires evidence from small claims cases to transfer to justice court if a veterinarian requests the case be moved there
