Establishes a new "large project" classification for excavations exceeding one mile in length, a quarter square mile in area, 90 calendar days in duration, or involving 10 or more contiguous parcels, requiring advance coordination meetings.

Mandates excavators of large projects to notify one-call centers at least 15 business days before the start date and participate in coordination meetings with underground facilities operators and local jurisdictions to establish marking and excavation schedules.

Creates an "interactive positive response system" administered by one-call notification centers to enable electronic communication between excavators and underground facilities operators for locate status updates, scheduling changes, and required communications.

Extends the marking deadline for large projects to 15 business days from the coordination meeting notification, compared to the standard two working days for regular excavations.
