Reduces the State Board of Psychologist Examiners from ten members to eight, eliminating the requirement for two behavior analyst members on the board.

Authorizes the board to delegate licensing and regulatory authority over behavior analysts to the Committee on Behavior Analysts, including initial licensure, temporary licensure, and disciplinary actions.

Removes the requirement that the board receive and consider recommendations from the Committee on Behavior Analysts before taking action on behavior analyst matters.

Requires the board to adopt substantive policy statements for each specific licensing and regulatory authority delegated to the Committee on Behavior Analysts.

Takes effect December 31, 2026.
