Requires the Department of Child Safety (DCS) to file a fact-based report with the court at least 15 days before any periodic review hearing for dependent children and provide copies to all parties

The DCS report must include: the child's placement, services being provided to the child and family (including educational needs), progress on case plan goals, and whether the child remains dependent

If the DCS report contains advocacy or recommendations, courts must view it in the light most favorable to parties who did not file the report

Periodic review hearings for dependent children must continue to be held at least every six months as required by federal law

Amends section 8-847 of the Arizona Revised Statutes relating to dependent children proceedings
