Mandates courts provide written explanation of reasons for appointment, proposed personnel names, expected fees and costs, and anticipated length of appointment before proceeding.

Allows both parties to conduct discovery before the evidentiary hearing and to submit names of proposed professional personnel for court consideration.

Defines appointment as unnecessary if discovery reveals no supporting evidence such as criminal records, documented substance use, acts of violence, concerning state agency reports, or order of protection violations.

Permits courts to vacate appointment orders or strike professional personnel reports if procedural requirements are not followed.
