Arizona Supreme Court must directly license attorneys for law practice in the state and cannot delegate this responsibility to any other organization.

The Supreme Court must adopt rules establishing minimum qualifications for licensure, testing requirements, background investigation requirements, attorney discipline procedures, and disbarment procedures.

Attorneys cannot be required to join any nongovernmental organization (such as the State Bar) to obtain or maintain their law license in Arizona.

Adds new section 12-119.06 to Arizona Revised Statutes governing attorney licensing requirements.
