Individuals with pending asylum applications before federal immigration court are ineligible to receive state or local public benefits in Arizona until an immigration judge formally grants asylum.

State and local government employees must report any discovered violations of federal immigration law by public benefits applicants, with failure to report classified as a class 2 misdemeanor.

Supervisors who know of an employee's failure to report immigration violations and do not direct the employee to report are also guilty of a class 2 misdemeanor.

Arizona residents have legal standing to sue any state or local agency for violations of these provisions, with courts required to prioritize such cases over other civil proceedings.

The bill requires a three-fourths vote of both legislative chambers to take effect, as it amends voter-approved provisions.
