Allows property owners to fly drones above their own private property near events if not used for commercial purposes, broadcasting, or interfering with the event

Classifies violations as a class 1 misdemeanor, the same penalty as violating federal aviation regulations or interfering with emergency services

Defines "ticketed entertainment event" as an event requiring a revocable license (ticket) for attendance at a gated location that prevents general public access
