Requires the Arizona Department of Health Services to license and monitor health care institutions for compliance with state health care regulations

Mandates the Department of Health Services and Arizona Health Care Cost Containment System (AHCCCS) to jointly review their monitoring and compliance functions to identify overlapping requirements related to health care institution licensing

Joint review must cover licensing/certification/enrollment requirements, on-site surveys and inspections, data collection and reporting requirements, and corrective action and enforcement processes

Directs both agencies to identify opportunities to eliminate duplicative requirements and coordinate policies to reduce administrative burdens on health care institutions while maintaining patient safety

Requires the department to submit a written report to legislative health committees by December 31, 2026, and every four years thereafter, summarizing findings and recommending statutory or administrative changes
