Creates enhanced sentencing for selling narcotic drugs that cause the death of a minor, with mandatory prison terms of 10 years minimum, 16 years presumptive, and 25 years maximum when the drug sold contributed to and was a "but for" cause of the minor's death

Applies to violations of existing law prohibiting the sale, transport for sale, import, transfer, or offer to sell narcotic drugs (A.R.S. § 13-3408, subsection A, paragraph 7)

Makes technical amendments changing "the person" to "a person" in existing fentanyl sentencing provisions for sales of 200+ grams and possession in motor vehicles of 200+ grams

Designates the legislation as "Noah's Law"
