Requires the Arizona Department of Revenue to prepare income tax forms and instructions assuming the legislature will enact conformity with the federal Internal Revenue Code for provisions affecting federal adjusted gross income or federal taxable income

Mandates the department to publish supplemental forms and instructions if the legislature instead enacts nonconformity with federal tax provisions

Adds a new section 43-329 to Arizona Revised Statutes governing return form and instruction preparation

Applies the definitions of "conformity" and "nonconformity" as prescribed in existing section 43-107
