Expands the Registrar of Contractors' authority to discipline "successors" of contractors who commit violations, not just the original license holders.

Creates a rebuttable presumption that an applicant or licensee is a "successor" if they share two or more characteristics with a disciplined contractor, including similar work in the same area, premises, contact information, workforce, equipment, or key personnel.

Adds persons who suffer loss or injury due to a contractor's violation of employment laws (Title 23) to those who can file written complaints triggering mandatory investigations.

Authorizes civil penalties up to $500 per violation for failure to take corrective action after receiving a written directive, and up to $1,000 per violation for contracting while a license is suspended or inactive.

Failure to pay imposed civil penalties results in automatic license revocation, and individuals named on the license cannot obtain a new license until all penalties are paid.
