Defines "basic first aid" as cleaning minor cuts, scrapes, or scratches; treating minor burns; applying bandages and dressings; and providing fluids to relieve heat stress

Allows basic first aid providers to administer antiseptics, topical ointments, creams, analgesics, and nonprescription pain-relieving medication when treating covered ailments
