Prohibits health professionals and health care institutions from denying care, services, or adversely affecting treatment options, priority, or quality based on a person's vaccination status

Creates a private cause of action allowing individuals to sue in court if they believe their health care was adversely affected due to vaccination status

Establishes civil penalties of $500 per violation or three times actual damages (whichever is greater), plus potential punitive damages, court costs, and attorney fees for prevailing plaintiffs

Specifies that declarations of public health emergencies, health care crises, or pandemics do not exempt health professionals or institutions from these requirements

Adds new sections to Arizona Revised Statutes Title 32 (health professionals) and Title 36 (health care institutions) to codify these protections
