Allows developers to request the Arizona Department of Water Resources to re-review certain pending certificate of assured water supply applications in the Phoenix active management area that were submitted between January 26, 2021 and August 31, 2023

Requires municipal water providers to calculate excess groundwater delivered to covered parcels and offer to assign 25% of that amount as long-term storage credits annually to the Central Arizona Groundwater Replenishment District

Applications previously supported by the 2006-2009 Salt River Valley regional model or 2006 Lower Hassayampa Sub-basin groundwater flow model will automatically meet physical availability requirements for groundwater

Certificates issued under this section relate back to calendar year 2023 for purposes of inclusion in the base supply of physically available groundwater for municipal providers

Contains an emergency clause for immediate effect and is repealed after December 31, 2028
