Requires the Arizona Department of Water Resources director to include specific metrics in five-year water supply and demand assessments for each groundwater basin, including average depth-to-static water level, depth-to-bedrock measurements, and estimated groundwater volume in storage to 1,200 feet depth

Mandates reporting on the number and geographic distribution of active index wells in each groundwater basin, including average distance between wells and density per section of land

Requires calculation of estimated years of groundwater availability at current usage rates for each basin

Adds tracking requirements for active and passive stormwater and groundwater recharge projects, including total volume recharged annually over the preceding five years

Removes the original December 1, 2023 deadline language and maintains the ongoing annual December 1 reporting requirement for assessments covering all 51 groundwater basins at least once every five years
