Mandates release of booted vehicles within 30 minutes of a removal request (available 24/7), with a 50% fee reduction if released between 30-60 minutes and no fee if released after 60 minutes

Prohibits booting vehicles displaying tax-exempt plates, marked emergency vehicles, occupied vehicles, or vehicles parked less than 15 minutes past their paid parking period, with violations classified as a class 2 misdemeanor
