Expands the definition of "public safety employee" eligible for traumatic event counseling to include crime scene technicians and digital forensics technicians

Requires state and local governments to provide up to 12 visits of licensed counseling (including telehealth) for public safety employees exposed to traumatic events in the line of duty

Qualifying traumatic events include witnessing death or maiming, investigating dangerous crimes against children, and life-endangering rescue situations

Mandates annual reporting to the Department of Administration on program participation, counseling visits, missed work, and subsequent workers' compensation claims

Repeals sunset provisions from Laws 2016 and 2018, making the traumatic event counseling program permanent
