Prohibits the use of public monies to extend light rail service in Phoenix to a specific downtown area bounded by Ninth Avenue (east), Van Buren Street (north), Nineteenth Avenue (west), and Jackson Street (south)

Expands the existing prohibition zone by changing boundaries from the previous Seventeenth Avenue/Adams Street/Eighteenth Avenue/Jefferson Street limits

Bans public funding for light rail on any area or property within 50 linear yards of the prohibited zone, including the boundary streets themselves

Amends Arizona Revised Statutes section 28-9204, which already contained restrictions on light rail funding in Phoenix
