Requires covered suppliers (those with over $6 billion in annual sales) to offer the same terms of sale for food and grocery products to all retailers and wholesalers purchasing at the same volume unit basis.

Prohibits dominant covered retailers (over $18 billion in annual retail sales with storefronts in at least 21 states) from coercing suppliers into pricing arrangements that violate the equal pricing requirements.

Mandates covered suppliers provide anonymized sales transaction data within 14 business days upon request from retailers or wholesalers who purchased goods or received pricing offers.

Creates exceptions for pricing differences based on self-distribution efficiencies, voluntary acceptance of different terms, perishable goods deterioration, seasonal obsolescence, court-ordered distress sales, and business closings.

Violations constitute unlawful trade practices enforceable by the Attorney General or injured parties, with civil penalties up to three times actual damages.
