Eliminates emergency voting procedures that allowed voters experiencing emergencies between Friday evening and Monday before an election to request and cast ballots.

Requires early voting locations, including county recorder offices, to remain open until 7:00 p.m. on the Saturday and Sunday before election day, and until at least 3:00 p.m. on the Monday before election day.

Allows voters returning early ballots in person at voting locations to have their identification verified on-site, eliminating the need for additional signature verification if ID is confirmed.

Establishes chain of custody procedures for early ballots returned at voting locations on election day, requiring transport by two authorized election workers from different major political parties with documented logs available for public inspection within 48 hours.

Removes provisions that previously allowed voters to update voter registration information during emergency voting situations.
