Requires Arizona state agencies (Department of Health Services, Arizona Health Care Cost Containment System, and Department of Economic Security) to provide a 72-hour cure period before taking disciplinary or enforcement action against contracted or licensed facilities for administrative deficiencies

Applies only to violations classified as "administrative deficiencies," defined as violations that do not impact a patient or resident physically or psychosocially and have no potential to cause such harm

Adds a new Article 5 to Title 36, Chapter 2 of the Arizona Revised Statutes governing state agency enforcement procedures

Facilities must be given the opportunity to correct identified administrative deficiencies within the 72-hour window before any disciplinary action can proceed
