Allows guardians to file their own applications for continued court-ordered treatment at least 15 days before the existing court order expires if the medical director decides not to seek renewal.

Mandates that mental health treatment agencies solicit and consider information from family members and guardians about a patient's behavior history when conducting annual reviews for continued treatment.

Requires demands for release/discharge notification to be filed with the court rather than the treatment agency, and expands required information to include factual basis for victim claims.

Establishes that if the court determines release standards have not been met, the patient must continue treatment until the court order expires.
