Allows individuals who do not require supervisory, personal, or directed care services to live with a resident in an assisted living center or assisted living home, either sharing the resident's unit or occupying another unit within the facility

Prohibits the Arizona Department of Health Services from imposing requirements on these non-care-receiving individuals that would not apply to actual residents

Prohibits the department from requiring these individuals to have a service plan or to receive any care services

Declared an emergency measure, making the law operative immediately upon enactment rather than following the standard 90-day waiting period
