Requires the Department of Gaming to partner with a digital health organization to provide a mobile-based telehealth application offering free, no-cost access to users without traditional insurance billing.

Mandates the application include self-guided clinical activities, real-time urge monitoring, peer-support features, educational content on gambling addiction, and interfaces for family members of those struggling with addiction.

Requires annual reports to the governor and legislative leadership through December 31, 2029 on program efficacy, including active users, engagement metrics, and self-reported recovery outcomes.
