Requires county boards of supervisors to establish voting centers in place of traditional precinct-based polling places, allowing any voter in the county to receive and cast the appropriate ballot at any voting center location after presenting required identification.

Mandates the secretary of state join and maintain participation in a multistate electronic voter registration information center to ensure accurate voter registration information, with county recorders required to participate in related list maintenance efforts.

Renames the "active early voting list" to "permanent early voting list" throughout election statutes and updates terminology from "polling place" to "voting location" across multiple sections of the Arizona Revised Statutes.

Authorizes the secretary of state, county recorders, and county election directors to receive and spend private monies for election administration improvements, including voter registration, voter education, and developing innovative election programs.

Repeals section 16-407.01 and eliminates provisions for emergency voting centers and emergency balloting procedures that previously allowed voting for individuals experiencing emergencies in the days immediately before an election.
