Requires the Joint Legislative Audit Committee to direct a program review of Arizona's Empowerment Scholarship Accounts (ESA) program at least 17 months before its termination date

Mandates the Auditor General conduct a performance audit examining whether the ESA program is managed economically, achieving desired results, and meeting legislative objectives

Committees of reference must hold at least one public hearing to receive testimony from the public and department officials before determining whether to continue or terminate the program

Sets the ESA program termination date as July 1, 2034, with full repeal of the program's authorizing chapter after December 31, 2034

Allows program continuation only if the legislature passes and the governor signs continuation legislation before the termination date
