Requires the Arizona Department of Agriculture's weights and measures division to test and inspect commercial devices that weigh, measure, meter, or count food items every two years.

Establishes minimum civil penalties of $100 for first violations of weights and measures laws, increasing to $150 for subsequent violations after the first 30-day period.

Maintains maximum civil penalty caps at $1,000 per first violation, $10,000 per 30-day period per business location, and $50,000 total per 30-day period.

Appropriates $250,000 and four full-time employee positions from the state general fund to the Arizona Department of Agriculture in fiscal year 2026-2027 to implement these requirements.

Exempts the appropriation from standard lapsing provisions under Arizona law.
