Establishes a complaint process allowing Arizona residents to report suspected violations to the Attorney General, who must investigate all credible complaints

Authorizes the Attorney General to file civil actions in superior court for violations, with courts required to award injunctive relief and attorney fees to prevailing parties

Defines solar radiation management as modification or attempted modification of atmospheric reflectivity that changes the amount or intensity of sunlight reaching Earth
