Mandates public notice and at least one public meeting in the affected area before license approval, with the Director required to maintain a searchable online database of all licenses and applications.

Licenses are valid for one year with renewal options, and licensees must maintain insurance or financial surety throughout operations and file reports within 90 days of project completion detailing seeding hours, water volume produced, and chemicals used.

Creates enforcement mechanisms allowing any Arizona resident to petition the Attorney General to investigate violations, with penalties including class 3 misdemeanor charges for operating without a license, making false statements, or exceeding authorized chemical quantities.
