Requires escrow agents to notify the President of the Senate and Speaker of the House when private real property is being sold or transferred to the federal government or a federal agency.

Expands existing state oversight of national monuments to cover 15 types of federal land designations, including national forests, national parks, wilderness areas, wildlife refuges, and wild and scenic rivers.

Mandates the Arizona Department of Land to catalog all covered federal designations and determine whether land boundaries are confined to the smallest area necessary to protect the designated resources.

Authorizes the President of the Senate, Speaker of the House, or Attorney General to sue the federal government if a federal land designation exceeds the minimum area needed for resource protection.

Includes legislative findings asserting Arizona's right to land within its borders based on equal sovereignty, equal footing, and compact theory principles, and may be cited as the "Tax Base Protection Act."
