Extends groundwater withdrawal rights for domestic purposes and stock watering to all active management areas in Arizona, replacing the previous limitation to only initial active management areas established as of June 12, 1980.

Changes the eligibility date reference from the fixed date of "June 12, 1980" to "the date of the designation of the active management area," allowing holders in newer active management areas to qualify.

Permits holders of irrigation grandfathered rights certificates to withdraw up to 10 acre-feet of groundwater annually for domestic purposes or stock watering from wells also used for irrigation.

Requires that groundwater use continue on the same land and for the same purpose as when the active management area was designated to maintain withdrawal rights.

Standardizes terminology throughout the statute by changing "stockwatering" to "stock watering" as two separate words.
