Requires any non-governmental person or entity providing money, goods, or services for election administration to certify to the Secretary of State that they are not knowingly receiving foreign donations, directly or indirectly, at least 10 business days before entering agreements with government entities.

Mandates annual certification updates and requires updated certifications within 5 business days if new information becomes available about foreign donation status.

Directs government entities to submit quarterly reports to the Secretary of State listing all persons providing election administration support, with certifications posted publicly on the Secretary of State's website.

Invalidates any agreement, membership, or program participation if required certification is not provided or is inaccurate, barring government entities from continuing such arrangements.

Establishes enforcement through Attorney General actions seeking injunctions and minimum $5,000 damages per knowing violation, plus grants qualified electors and state officers a private right of action with $1,000 per day damages for noncompliance, attorney fees, and costs; classifies knowing certification failures as class 1 misdemeanors.
