Authorizes the Arizona Department of Corrections director to release inmates to contracted medical institutions if they qualify for the Arizona Long-Term Care System through the Arizona Health Care Cost Containment System Administration.

Establishes baseline eligibility requirements for medical release: inmates must be at least 65 years old, blind, or have a debilitating illness, and must be U.S. citizens or qualified immigrants who are Arizona residents.

Defines "debilitating illness" to include terminal illness, serious illness preventing independent daily living activities, life-threatening illness requiring outside treatment, or serious functional/cognitive impairment from aging.

Requires the department to notify inmates within 30 days of receiving a release request regarding preliminary eligibility, and within 15 days of receiving confirmation of Arizona Long-Term Care System eligibility.

Mandates victim notification upon request, including the inmate's release date and medical institution address, and requires inmates to return to custody if they no longer meet eligibility requirements.
