Establishes a voluntary "Stop the Bleed" pilot program in the Arizona Department of Health Services beginning in the 2026-2027 school year, allowing school districts to implement bleeding control training in consultation with local law enforcement.

Requires participating schools to place at least one bleed control kit in an easily accessible location, include kits in district safety plans, and conduct annual inspections with replacement of expired or missing materials.

Defines bleed control kits as containing a Department of Defense-endorsed tourniquet, compression bandage, bleeding control bandage, protective gloves, marker, scissors, and instructional materials from DHS or American College of Surgeons.

Appropriates $180,000 from the state general fund in fiscal year 2026-2027 for the Department of Health Services to purchase bleed control kits for distribution to participating school districts.

The pilot program is set to automatically repeal on December 31, 2029.
