Requires the Department of Education to assign student identifiers and update the student accountability information system for ESA enrollees.

Expands quarterly reporting requirements to include lists of all educational service providers receiving ESA payments, the number of students using each provider, and total ESA monies paid to each provider.

Grants the Attorney General enforcement authority over the ESA program, with the Department of Education and state treasurer required to provide requested information and records.
